Our own storage
HEIC2JPEG does not set cookies of its own. It uses your browser's storage for the following, all of which stays on your device:

These are strictly necessary for the features you use and are not used for tracking.
How to control storage
You can delete stored data at any time in your browser's settings (usually under Privacy or Site settings). The tools will still work; your settings will simply return to the defaults.
